we are continuing to await a speech by former president george w. bush, the speakers are taking to the podium there to get ready to introduce the former president. he is set to address a conference there in dallas, where he will spotlight the positive impact of immigration on u.s. economic growth. this as the g.o.p. looks to attract more hiss to the party. meantime mr. bush's father, former president george h.w. bush is spending another day in the hospital being treated for bronchitis and a lingering cough. we told you about that last week when we first found out that he was there. the 88-year-old former president is in stable condition. no record on when he is to be released. ab stoddard is a former editor for the hill. bush 43 has been fairly quiet throughout the first term of the obama administration. now the president has been reelected, george w. bush sort of comes out a little bit to make this big address, why? what is the timing about, do you think? >> i think the timing was shrewd. he really made a point of staying quiet during the first couple of years of president obam

is going to blow up because george h.w. bush is going to acknowledge is going to raise taxes. you may remember this is just two years after he stood before the republican in northern since the readme that's. no new taxes. you see clint eastwood was dominating republican conventions even then, at least having a hand about the remembered moments of the convention. this was a big deal and it was a big deal because those of us in the media needed some kind of a handle on all these negotiations. we know to support these were talking in may. we need to group data that the white house was the serious people. dimensions of the problem, they were the biggest problem we had at that time, especially before we realized we were going to war in iraq. that particular summer, what we were looking out of the fiscal front was the biggest touring town. we were looking for wonky publications at congressional quarterly that no problem getting readers interested because they were the people who knew. but all the rest of the media really was the handle come in no way to get people interested at all these nu

expect and that we remember from the george w. bush era, i feel like some of those partisan divisions are getting blurred and you can't predict a person's divisions based on the party? >> i think that's true. it's less prominent in this space than some of the other spaces. obviously, the vote we had today on the disability treaty was painful for many of us. that was a right wing versus all of the democrats in the senate. there are a lot of things in the bill. we have talked about this before. i'm very proud of the sweeping contract reforms we got included. i hope your listeners who know the kind of money we have wasted on abusive contracts in the war space that they stay on the members of congress to make sure it stays in the bill. it's not in the house version. it's going to be a conferenceable item. all the reforms, they could really make a difference going forward that we're holding contractors accountable to a standard that americans would feel better about. >> as we have finished the war in iraq and as the end game in afghanistan is starting to become more clear, do you feel like

from the expiration of the george w. bush tax cuts for the top 2%. now, i want to make this clear. i said this earlier as it's worth repeating because it's not said very often. every american taxpayer gets a tax reduction. the superwealthy to the very minimum taxpayer in this nation gets a reduction in what the president is proposing and that is to continue the current tax rate on those under $250,000, adjusted gross income. for those who have income over and above that, they get that tax reduction and above that they are going to pay an additional amount up to 3.9% in two different traunches. so everyone gets a tax break, but those superwealthy, the 2%, they're going to pay for and that will amount to a substantial amount of money over 10 years and frankly they've had 12 years of really low, low taxes, the lowest taxes really ever since the 1930's. the president has also proposed something that's very important. we talked about this last week. i want to talk about this again the next time we come here and that is, how do we grow jobs, how do we put people back to work? the president

and george w. bush to promote the baku pipeline. that pipeline is of the capacity of about one million barrels a day. but because of the iranian obstructionist position on delineating and demarcating the caspian, additional oil pipelines cannot be built from kazahkstan, for example. and they're going to have to ship that oil into the baku by tanker. on gas the same iranian position prevents gas from going to turkmenistan into azerbaijan and into you are the or key. but today the pipeline between azerbaijan, georgia and turkey is going to be a pipeline that will supply additional gas and also natural gas from kurdistan, from the northern iraq can't be pumped into turkey and then further to the european markets. additionally, turkey has excellent relations with sunni-arab countries, many of which are exporters both of oil and liquid natural gas like qatar. so turkey has its sources of both oil and gas. and if turkey wasn't so disruptive in its relationship with israel, there could be a place of discussing the israeli and sip ri yacht offshore gas fields supplying gas to turkey in the fut
